Provides free developmental screening for children under the age of five who reside in Waukegan. Offers a free pre-school program for children under the age of three who qualify based on screening. Qualified children between the ages of 3-5 will be referred for an Individualized Education Plan (IEP). Children with an IEP will qualify for special education services based on individual needs.

Coordinates educational services for homeless students. Acts as a link between family, shelter, school, and community resources.

Provides behavioral health therapy, mental health evaluations, coordinated medication services, and case management. Offers individual, youth, group, and family counseling services. Provides substance use treatment, alcohol, and drug counseling services. Offers counseling for domestic violence, sexual trauma, and anger management. Helps clients with Medicaid enrollment applications, senior services, and immigration support.

Serves hot meals to those in need every Monday evening. Offers dine-in or carryout option.

Offers one-time financial aid to help township residents prevent eviction or utility disconnection. Assistance includes past due rent or mortgage, utility disconnection, or prescription medication.

Serves as health center with variety of outpatient services. Provides Pediatric Services, Women's Health Services, Primary Care Services, and Dental Services. Pediatric Health Services: Provides complete care to children from birth to age 18. Services include: developmental assessments, hearing and dental screening, basic vision testing, immunizations, and lead testing. Women's Health Services: Provides wide range of outpatient comprehensive services for women of all ages. Services include counseling, prenatal, and gynecological care. Primary Care Services: Offers broad spectrum of personal and community services directed at individuals and families of all races, genders and ages who are unable to access the private medical sector. Dental Care Services: Provides primary dental care for children and adults. Services include: dental exams, cleaning, and referrals to Orthodontics.

Provides 24-hour emergency relief to individuals and families affected by disasters such as house fires, earthquakes, floods, tornados, etc. Educates people in how to prevent, prepare for, and respond to emergencies. Health and Safety Services offer courses in first aid, CPR, child-care, nurse assistant training, babysitting, swimming-life guarding and more on a regular basis. Courses and training are offered at the Chapter facilities or can be arranged at different localities for businesses and groups. Blood Services collects blood donations and supplies safe blood and blood products to local healthcare providers. Also offers various types of volunteering opportunities for adults and youth.

Provides placement for children with specialized needs in foster care. "Specialized" refers to children with medical, emotional, behavioral or mental health needs. Also refers to special groups such as adolescents and LGBTQ youth. Provides licensing for adults to foster or adopt children with specialized needs.

Provides financial assistance to eligible residents when funding is available. Offers assistance with rent and utilities including gas, electric, and water services.

Provides assessment and treatment for women with a history of infertility or unexplained pregnancy loss. Treatment involves identifying and addressing immune disorders that may be preventing a healthy, full-term pregnancy.

Offers care management services for seniors and adults with disabilities. Services include:

• Assistance with personal care needs
• Transportation and accompaniment to medical appointments and other outings
• Meal planning and preparation
• Errand-running for tasks such as grocery shopping, picking up prescriptions, and other needs
• Light housekeeping and laundry
• Medication management
• Researching senior living options, medical supplies, and equipment
• Friendly companionship and social activities

Offers financial aid to help Township residents prevent loss of home, job, or utilities. Funds are available once every two years and provide help to meet basic needs, including:

• Preventing eviction or past due rent/mortgage
• Preventing utility disconnection
• Work-related expense necessary to getting or keeping a job (for example, uniform or licensing fees)
• Cost of prescription medication

Amount of assistance determined on a case-by-case basis. Program does not disburse cash as all funds will be paid directly to vendors.

Offers the following tax exemptions to veterans: Disabled Veterans Exemption: Veteran, veteran's spouse, or unmarried surviving spouse is exempt from property taxes. Offers up to $100,000 of the equalized assessed value of the home's equity. Returning Veterans Exemption: Lowers the equalized assessed value of the residence by $5,000 for two consecutive tax years. Includes the tax year and the following year that the veteran returns from active duty. Must have owned the home on January 1 of the tax year. Standard Exemption for Veterans with Disabilities: Provides a reduction in assessed value of residence occupied by a veteran with a disability, or the veteran's surviving spouse.

Provides outpatient mental health services to youth and their families. Treatment Services include: Trauma-informed therapy for individuals, families, and groups, Crisis intervention, Substance abuse counseling, Case management, Psychiatric/medication services. Service Programs include: Screening Assessment and Support Services (SASS): A 90-day crisis intervention program, psychiatric evaluations and ongoing medication management; and case management. Treatment lasts about 3 to 6 months; Mental Health Juvenile Justice Program (MHJJ): Serves youth ages 8 to 18 years old; AND have had contact with the juvenile justice system within the last 90 days; OR are at risk of juvenile justice involvement; An MHJJ liaison that works with children and their families for six months and connects them to treatment resources; Intensive Placement Stabilization (IPS): serves youth who are in DCFS Youth in Care; AND are at risk of losing their current foster home placements; OR have just transitioned between placements; The Family Support Program (FSP): Serves children under 18 who need more intensive community-based therapeutic services or residential treatment services.

Provides monthly financial assistance to income-eligible Township residents in need. Helps pay towards rent, utilities, and medical expenses. Provides temporary aide while individual seeks work or waits for disability benefits approval.
