  • Must not be eligible for any other state or federal assistance programs
  • Must have applied at Illinois Department of Human Rights (IDHR), Social Security Administration (SSA), Illinois Department of Employment Services (IDES), and Illinois Office of Employment & Training (DCEO) prior to appointment
